Frank Ziegele

Prof. Dr Frank Ziegele is executive director of the CHE Centre for Higher Education, Gütersloh, a German think tank for higher education policy and management with around 45 staff members, as well as professor and speaker of the Competence Center for Higher Education and Research Management at the University of Applied Sciences Osnabrück. He has his academic background in economics and business studies.
His areas of interest cover the full range of topics in higher education policy and management. As an expert for universities, for almost 30 years he has been active as a consultant, researcher, evaluator, trainer and speaker all over the world (internationally with a focus on Europe and the Global South). He has contributed with around 200 publications to the field of higher education policy and management. He is or was a member in numerous boards, such as the advisory board of the German Network for Research and Transfer Management (FORTRAMA), the advisory board of KOWI (the European Liaison Office of the German Research Organisations), the State University Council of the state of Brandenburg, the executive board of the German Society for Higher Education Research and editorial boards of journals in higher education management.
He is and was responsible for large-scale applied research projects (such as the European U-Multirank project), but also for organizational development projects and the practical implementation of reforms in the higher education sector. As consultant he works for the European Commission and the Worldbank in numerous countries, but also for universities and governments. He teaches in national and international master and training programs on higher education management, such as MARIHE, the Osnabrück MBA in higher education and research management and the International Deans Course.
