Strengthening the Quality Assurance System in Higher Education Institutions: Formalising Program Review Procedures

About the training:

Despite numerous initiatives, Higher Education Institutions (HEIs) in Senegal still face challenges in implementing effective internal quality assurance due to staff turnover, limited training, and insufficiently formalised procedures. The National Multiplication Training (NMT) brings together members of quality assurance units and heads of departments and services from several HEIs, many of whom acquire quality assurance skills “on the job”, and it addresses the challenges mentioned above by strengthening stakeholders’ quality assurance skills, supporting institutional projects, and promoting the exchange of good practices. Aligned with Senegal’s regulatory requirement for the periodic evaluation of academic programmes, the project strengthens programme review and revision processes while supporting the LMD reform and digital transformation. It also responds to the expectations of key quality assurance bodies, including ANAQ-Sup, CAMES, and CTI, and promotes continuous improvement and better alignment of academic programmes with labour market needs.

Expected learning outcomes:

By the end of the training:

• Participants will understand the importance of procedures in a quality system to ensure efficiency and relevance,
• Participants will be able to analyse, design and implement program review procedures in line with quality standards,
• Each participant will have a documented and structured framework to ensure the traceability and consistency of program revisions relating to their institution,
• Participants will be able to identify the stakeholders in a process and define roles and responsibilities,
• Participants will have the skills needed to write specific procedures for their program,
• Participants will have shared their experiences and capitalised on solutions adapted to their respective contexts,
• Participants will be able to identify and implement tools and indicators to measure the effectiveness of program review and compliance with set objectives.
• Participants will be able to identify obstacles or risks and opportunities related to the formalisation of procedures and will be able to propose mitigation strategies.

Target group:

The training aims to enhance the capabilities of staff members from higher education institutions, enabling them to strengthen quality assurance practices. The targeted participants include Heads of Service, Heads of Department, Heads of Quality Assurance Units/Services, and other academic leaders such as Deans, Deputy Deans, and Programme Coordinators.
